Business Daily reported that a December 2021 letter preceded cancellation of an open tender in which bids totalled KSh694 million, followed by a KSh2.35 billion SICPA contract. The Auditor-General questioned single-sourcing and implementation; the former official said the letter reflected a multi-agency decision and did not itself direct cancellation.
